Description: The areas of overlap are derived by creating geodatabase topology from the data for Natural Gas Distribution Service Areas. This is created by using tools from Data Management / Topology, which are: Create Topology, Add Rule to Topology, Add Feature Class to Topology, and then Export Topology Errors. This data is useful for symbolizing maps, or checking the appearance of overlapping symbolization. The user may want to select areas that cover a significant amount of area.

Description: The purpose of this project was to create for the Public Service Commission a better geographic definition of the areas with natural gas distribution utilities beyond descriptions based upon county and municipal boundaries. In accordance with 807 KAR 5:006, Section 23, each utlity is required to maintain and file upon request with the Commission a map or maps of suitable scale of the territory in which it serves or could serve by ordinary extensions of its existing system in the usual course of business. In most cases, the gas distribution utilities supplied polygon data for their service area. For those that submitted pipeline data areas were created with a buffer on the pipeline. Given that the utilities defined their service areas differently and at various map scales, overlapping areas are inevitable in this map product. The issue of providing natural gas to a particular area is governed by KRS 96.5375 "Rights of city owning or operating natural gas system to sell natural gas within and without city boundaries" and by KRS 278.020 "Certificate of convenience and necessity required for construction provision of utility service or of utility".
